Comments meaningful to the synthesis tool used with VITO

Some commercial synthesis tools use special comments as directives that modify how the tool operates. For example, the kind of hardware generated for a case statement can be affected by certain comments. To facilitate this, VITO passes through comments that do not occur in implicit style blocks.

VITO removes all comments from implicit style blocks.
